Question about a Pluffie w/ an extra tag...

Hey all,
Just wondering. I came across a TY Pluffie (Dotters the dalmation),
who has an extra tag. The regular TY tag is there and then there is a
blank one attached behind it. The blank is one 'heart', half of the
regular (fold out) tag. Does anybody have info on this? Is this a
mistake on the part of the manufacturer? Is there any value to this
doll or is that a really common thing?
